As we watch the implementation of Kentucky and Mississippi's new paper mandates, the extent of state funding will be a key factor in their success or failure. You can bet New Jersey and Tennessee are looking closely at this as well. — PolitiTweet.org
Eric Geller @ericgeller
My story highlights how state spending on voting machine upgrades can make the difference between a successful paper mandate and one with many gaps driven by funding woes. For counties, every $ spent on voting machines is a $ not spent on schools, police, or firefighters. — PolitiTweet.org
Eric Geller @ericgeller
Texas's election office has requested $37.8 million from the state legislature to retrofit 9,767 paperless machines and buy 980 BMDs and 1,747 scanners. Each retrofit will cost roughly $2,215, each BMD will cost $5,653, and each scanner will cost about $6,100. — PolitiTweet.org
Eric Geller @ericgeller
So far in Texas, 65 of 254 counties have told me they've bought BMDs. This includes the five largest counties, which together represent more than a third of the state’s population. The smaller counties that have been holding onto paperless machines for years need the most help. https://t.co/OydRgPv5FL — PolitiTweet.org
Eric Geller @ericgeller
Another challenge for Texas counties: The state legislature banned election officials from accepting private donations of more than $1,000, meaning counties can’t get help with voting machine upgrades from nonprofits dedicated to election security. https://t.co/h7RygmaEdW — PolitiTweet.org
Eric Geller @ericgeller
As I've reported (see link in previous tweet), at least 14 Texas counties bought brand-new paperless machines in the lead-up to the 2020 election. They get reimbursement money. The many other counties that held out to see what requirements would come next aren't so lucky. — PolitiTweet.org
Eric Geller @ericgeller
Texas is making things more difficult for counties. State lawmakers only allowed election office to reimburse counties that purchased paperless machines after 9/2014, effectively rewarding ones that bought devices whose flaws were widely discussed. https://t.co/94z3Y8UDaM — PolitiTweet.org

Based on my conversations for our tracker page (https://t.co/Y0lcmmgOvY), 15 of Indiana’s 92 counties have bought BMDs so far, while another 30 have or plan to get VVPATs. https://t.co/oNYTV5YxqQ — PolitiTweet.org
Eric Geller @ericgeller
Indiana and Texas are taking very different approaches to supporting counties here. Indiana's election office has committed to buying new equipment for every county that needs it. It's asking state lawmakers for $12.3M to buy 5,033 VVPATs and accessories for 45 counties. — PolitiTweet.org
Eric Geller @ericgeller
In Texas, lawmakers gave counties until 2026 to attach a paper trail to, or completely replace, every paperless machine. In Indiana, counties have until 2024 to do so. The state legislature recently moved up that deadline from 2030. — PolitiTweet.org
Eric Geller @ericgeller
Both of these options are expensive, often prohibitively so for small counties. VVPATs range from $1,800 https://t.co/VU151gBEal to $2,230 https://t.co/fK9Z747E8C (& could be higher). BMDs can cost more than $5,000 each. Plus, you need to buy scanners for the paper ballots. — PolitiTweet.org
Eric Geller @ericgeller
There are 2 ways to upgrade a paperless machine while still keeping that electronic voting approach. You can attach a voter-verified paper audit trail, or VVPAT — essentially a printer — to your existing machine. Or you can buy a new ballot marking device, w/ printer built in. — PolitiTweet.org
Eric Geller @ericgeller
So what's holding up progress in the states w/ mandates? As my reporting found, a huge factor is cost. “Finances dictate a lot,” Sherry Brown, the clerk of Harrison County, IN, told me. “Many of our counties are not very affluent.” Lots of small, rural counties in these states. — PolitiTweet.org
Eric Geller @ericgeller
The number of jurisdictions with paperless machines is shrinking (as is the # of Americans who vote on them), but every paperless machine represents a target for conspiracy theories that could have destabilizing effects far beyond that county's borders, as we saw in 2020. — PolitiTweet.org

Voting security experts said Georgia was the perfect illustration of the urgent need for paper ballots. GA upgraded just before becoming a battleground. “I still shudder to think about what would have happened in 2020 if Georgia hadn’t made their switch,” @mattiweil told me. — PolitiTweet.org

“I understand why it's important to have the paper trail,” Paula Copenhaver, the clerk of Fountain County, Indiana, told me. “If we don't have integrity in our elections, then we don't really have a republic.” — PolitiTweet.org
Eric Geller @ericgeller
Trump and his allies' lies about hacked and rigged voting machines, which began in 2020 and continue today, have convinced some local election officials that paper ballots are an important tool for voter confidence — even if they personally trust their paperless machines. — PolitiTweet.org
Eric Geller @ericgeller
My story, based on interviews w/ 9 county clerks & election administrators, focuses on Indiana and Texas b/c they're the farthest along of the small group of states requiring counties to add paper to their voting machines. Kentucky and Mississippi recently passed similar laws. — PolitiTweet.org
