Maybe the answer is that NYC is bigger than anywhere else and the out-migration as a percentage is much smaller than it seems. Also, NYC gained 1.3 million people since 1990 so there are the inevitable effects of over-crowding. Strong hunch -- it's not taxes. — PolitiTweet.org
