Maybe the answer is that NYC is bigger than anywhere else and the out-migration as a percentage is much smaller than it seems. Also, NYC gained 1.3 million people since 1990 so there are the inevitable effects of over-crowding. Strong hunch -- it's not taxes. — PolitiTweet.org

@MaggioMatt Article claims the city is losing 98,000 people a year. (I haven't checked these figures). That works out to 1.1 percent per year. If things continue at this rate, it will take until 2032 for NYC to get back to its 1990 population. In 30 years, Chicago population has been static. — PolitiTweet.org
