If the miners are going faster than that, the difficulty is "increased" which means they need to find an even smaller number randomly. — PolitiTweet.org

@Fonta1n3 @pierre_rochard With Bitcoin the dice rolls are SHA256 hashes of the current transactions waiting to be verified (plus a random number called a nonce). SHA256 is just a number. Whichever miner finds a hash under the current difficulty (hence the leading zeros) gets the block reward. — PolitiTweet.org
