Okay, but quick point: the amendment does literally nothing. It is non-binding and sets up a “deficit neutral reserve fund,” which is barely a real thing, that would let Congress maybe, if someone wanted to this year, spend money on this idea — but they won’t because it’s dumb — PolitiTweet.org
