IMO, Definition 1 is correct—"base" refers to a fairly broad group of loyal Democratic voters. There are lots of other ways to refer to the second group, e.g. "activists", "influential Democrats". The term "party elites" is narrower still but sometimes OK. — PolitiTweet.org
