The “normal” way to do this would be to start with getting all the Democrats to agree to a plan, presumably anchoring on $15/hour but with a phase-in schedule that Manchin is comfortable with. Then you attach it to a “must-pass” bill like an NDAA or a tax extenders vehicle. — PolitiTweet.org
