"While we are aware of this hacking group, we cannot provide information about ongoing law enforcement investigations into criminal activity," an Austin spokesperson said. It's unclear if the city gets that hackers control their network, or if they plan to do anything about it — PolitiTweet.org

But the hack hasn't been mitigated yet. One employee told us they haven't gotten a new computer, been asked to reset their computer or change their password, or anything. They were just asked to enable 2FA on an internal service, which is good but doesn't solve the problem — PolitiTweet.org

Austin city council has known about this hack since at least their October 13 meeting, when they held a closed session to discuss "confidential network security information" https://t.co/dCFFbEyrXu — PolitiTweet.org

The only way to be sure you have cleaned up this hack is to, essentially, burn down the entire network and start over from scratch, and while you're at it reset every single password. Here's some of CISA/FBI's advise on mitigating it: https://t.co/H0YkGcEspQ — PolitiTweet.org

While connected to the VPN, they then, for example, can use legit creds to login to anyone's Office 365 email account (CISA says they were observed doing this). Basically, they can login to anything on the entire network and could place backdoors anywhere — PolitiTweet.org

Berserk Bear's campaign works like this: - Hackers get a foothold in target network by exploiting a VPN - Once in, they use CVE-2020-1472, a brutal Netlogon vuln that takes over Active Directory - Once AD is owned, they extract legit credentials for anyone on the network — PolitiTweet.org

The list of IOCs included an IP owned by the city of Austin. (The next day MSTIC then updated their IOCs to remove this IP.) In other words, it looks like Microsoft saw this IP, part of Austin's network, being used as infrastructure in this massive hacking campaign. — PolitiTweet.org

Microsoft Threat Intelligence Center (MSTIC) has also been investigating this hacking campaign (again, this is separate from SolarWinds) and alerted some of their customers about it, including sending a list of Indicators of Compromise (IOCs) so they can see if they were hacked — PolitiTweet.org

CISA also published this heatmap of targets (not all of them confirmed compromised). In addition to Austin, Berserk Bear targeted 75 airports, 4 airlines, 13 cities, 4 counties, 3 states, and dozens of orgs in aviation, defense, tech, healthcare, etc. https://t.co/95zhMh3ecB https://t.co/2ORWbDh1WX — PolitiTweet.org

Here's a great history of Berserk Bear by @a_greenberg. This APT is known for hacking infrastructure, and then just sitting there silently with access to everything https://t.co/5LHwgVm3St — PolitiTweet.org

CISA and FBI published a joint advisory attributing a massive hacking campaign to Berserk Bear, a Russian advanced persistent threat (a different group than is credited with the SolarWinds hack) https://t.co/NeZ3gUoldr -- the Austin hack was part of this campaign — PolitiTweet.org

In case you missed it: - The city of Austin, Texas was compromised by an state-sponsored hacking group - It looks like the hackers are using Austin's network as infrastructure for further attacks - The city has known for months but hasn't mitigated it https://t.co/kSMIv6oqsd — PolitiTweet.org
