@KagroX @jasonjdick Senate rules are rock-solid requiring 60% of all senators currently sworn into office. Doesn't matter about attendance. Minority party only needs 1 senator there to block something, while majority must post 60 or else. Oddity of 1975 rule change, it put all pressure on majority. — PolitiTweet.org

@KagroX @jasonjdick Also, because I'm really geeking out on Senate Rule XXII, there were brief moments in 2009 when 59, not 60, was magic number to kill filibuster. MN recount left Franken seat vacant till July & many vacancies (Obama, Biden, HRC, Salazar) created times when Senate just had 98. — PolitiTweet.org
