A useful thread. But more likely disposal vehicle is a motion to dismiss charges early in a Senate impeachment trial. Byrd did this in ‘99 (failing on a 44-56 vote, with Feingold joining 55 Rs to continue trial). In this scenario trial begins but simple majority ends it early. — PolitiTweet.org
