@leahmcelrath I think the "or with the formal or informal permission" part of that definition includes *all hacktivists*. Russia has always given informal permission to hack targets in the US. Does that mean the BlueLeaks hacker for example isn't a hacktivist because Russia was okay with it? — PolitiTweet.org
