@ajslater @greggawatt @signalapp It works like this because it's not technically a broadcast. The Signal service doesn't know who is in anyone's contacts, it just has a list of Signal numbers. To make it a choice of the user, there'd have to be a non-encrypted "don't notify me" account setting that Signal stores — PolitiTweet.org
