Yes, this would apply to all of the states. This is a partisan proposal. States like Arizona, Texas, Florida, New York, and Georgia all have substantial non-citizen populations. Legal guests and legal immigrants are of course welcome, but Members of Congress represent Americans. — PolitiTweet.org
