@ElectProject Yes. Our clerks also "reject" a ballot in the database if it's returned as undeliverable, if the voter reports they didn't receive it, or if they show up to vote early in person. The 1st ballot is rejected so a 2nd early/absentee can be issued. — PolitiTweet.org
