@MarcGoldwein I didn’t say that we should ignore cost. But trying to achieve zero budgetary impact in a 10 yr window makes no sense. When people say “it should be paid for” they are talking about paying for infrastructure as if it’s an operating cost, which is stupid. — PolitiTweet.org
