When the counting starts is a function of state law. The reason Pennsylvania may be delayed is the R legislature won’t permit early counting, so they can claim victory Nov 3 and then litigate to throw tons of votes in the trash. It won’t work, but for the record it was a choice. — PolitiTweet.org
