@joshtpm I think it is more that Putin kept the planning for the war incredibly compartmentalized. Only Kremlin officials who had a national security portfolio had advance warning. I think that is still likely true, so Naryshkin and Patrushev are better officials to talk to. — PolitiTweet.org
