No! Even if the top secret documents were “declassified,” selling them to foreign leaders would be espionage. Indeed, just refusing to return them when NARA demanded their return was criminal espionage (18 USC 793(e)) and would’ve been that even if they had been declassified. — PolitiTweet.org
