There is a trick to this for Republicans. They can claim they want the $576 billion cap, while just putting a bunch of money in the Overseas Contingency Fund (meant for wars, but often used as a defense slush fund). So it greatly matters what they want for defense *with* OCO. — PolitiTweet.org
