@MattGlassman312 In fact, that’s another big issue. Should the President be able to reprogram funds for something Congress actively chose not to appropriate money for? I’d argue the original intent of the law was to allow the President to find projects Congress couldn’t foresee at the time. — PolitiTweet.org
