While 51 senators could vote to subpoena witnesses, that could delay the proceedings. To get witnesses, 51 would have to approve moving ahead with witnesses. Then they would have to vote on individual to depose. Then 51 would have to vote for public testimony, per resolution — PolitiTweet.org
