So the only latitude left up to the Secretary is a comment period where they could make that minimum higher than the previous 18-month average, but not lower. Is that correct? — PolitiTweet.org

Does the formula create a “floor”? Does this proposal seek to set a floor, a minimum cash trade, per packing plant, set by each feeding region? That regional minimum, while left up to the Secretary, cannot be below the previous 18-month cash trade average. Is this correct? — PolitiTweet.org

Another concern is that no region's minimum can be more than ‘3 times higher than that of the lowest region's minimum.’ Texas is at approximately 10%. Iowa was recently over 50%. Does this language “cap” Iowa, in this case, at 30%? — PolitiTweet.org
