I'm not sure why not. It's not as if the Taliban were observing a ceasefire while the US drew down. Their attacks continued and they were expanding in the countryside but they weren't taking cities. That only occurred after the US withdrawal. — PolitiTweet.org

@MaxBoot my point though is that it does not seem like 3k was a stable situation going forward. that seems clear to me.
