@mariadun @substance1966 Section 4, page 3 refers to a “charging Clean Air Zone”. I think it’s implicit in the instruction that charges will be introduced. However, the current situation is that Andy Burnham has referred the plan back to the Government and requested that it be non-charging. — PolitiTweet.org
