@haroldfeld First, Congress specifically negotiated away from 100/100 in the IIJ Act to 100/20. Indeed, one of the lead drafters said that the law “does not favor particular technologies or providers.” So I think it was incumbent on Commerce to hew to Congress's decision there. — PolitiTweet.org
