Not to be snarky but this is how Congress always writes tax policy. The 2017 bill was a last-minute mess. Anyone who covered the 2001 and 1986 bills spent weeks trying figure out what was slipped in it. Presumably the WSJ wrote similar editorials then? — PolitiTweet.org
