Hannity's team didn't invent the error. Tom Elliott, a serially deceptive conservative video-tweeter, did a bad paraphrase, inaccurately adding in a "[legislate]" into his caption. Hannity then removed the brackets and just made it sound like Biden said the "legislate" himself. — PolitiTweet.org
