"All he does is talk about shutdowns" is false. Biden has merely said, in August, that he'd shut down if scientists said it was necessary; he then walked that back, saying he doesn't think a complete shutdown would be necessary. (Also, presidents can't do a shutdown themselves.) — PolitiTweet.org
