Germany is not "delinquent" with NATO or "owe" anything, though it is short of the 2%-of-GDP NATO target (it was about 1.4% in 2019). The 2% target doesn't impose any binding obligations, especially to NATO itself. It's a target for countries' spending on their own defense. — PolitiTweet.org
