The Chancellor went further than I thought he would on spending (including on the UC taper where I thought he would reduce it to 60%) & held less back in reduced borrowing. Presumably, he's hoping that the OBR assessment of COVID scarring is still pessimistic. 2/2 — PolitiTweet.org
