Logically, the tests for a circuit breaker lockdown should be about new cases and rates of transmissions not hospitalisations or deaths. But you'd have to make that clear in advance because it'll be very difficult to lift restrictions while death numbers are still growing. — PolitiTweet.org

A short lockdown might be right thing to do but unless you prepare the ground in advance ("we will lift these restrictions come what may/when R falls below 1 etc regardless of death numbers") hard to see how a short lockdown doesn't become an accidental indefinite one. — PolitiTweet.org
