In a way, that's the easy part. You don't, after all, run the risk of being accused of "bias" for simply pointing out a fact like "x action has had a measurable benefit on the lives of people." Conservatives weaponized the idea of bias in the 80s and 90s, but its a false notion — PolitiTweet.org
