3) POTUS is the Commander of DC guard since 1803, and acts as Gov of DC in that respect, and can use them as any Gov would. Yes the Guard surrounded the Lincoln Memorial, and it remained free of vandalism, unlike the WW2 memorial a few days prior. Wish they had been there. — PolitiTweet.org
