Short answer: They never had the votes. Last D trifecta in '09-2010 hinged on southern + rural lawmakers who opposed abortion rights. Nearly all those conservaDems have since been wiped out; party's new majority runs thru suburbs that are more liberal & abortion-rights friendly. — PolitiTweet.org

The House has passed a bill to codify abortion rights protections even broader than Roe v. Wade. It has 49 votes in the Senate. A narrower version has a path to a majority but not 60. Two Dems (Manchin & Sinema) support the 60-vote rule. So no. Democrats are two votes short. — PolitiTweet.org
