It's widely misunderstood but the debt ceiling vote was not an "exception" to the filibuster made by rule change. It required 60 votes on the front end to enable — a convoluted mechanism for Republicans to quietly back down. Can't replicate on issues they don't want to pass. — PolitiTweet.org
