As a factual matter, this is false. The filibuster rule didn’t exist 232 years ago and wasn’t in the original design of the Senate. It came about somewhat arbitrarily in the early 1800s and wasn’t used till decades later; eventually it became part of the Senate, but it evolved. — PolitiTweet.org

Regardless, it’s politically revealing that Manchin is making such a claim. His Democratic colleagues have spent months trying to sway him on a rules change based on the history of the Senate; it doesn’t look like they’ve made much of an impression. — PolitiTweet.org
