Interesting bit of game theory here. Manchin’s support gives the PRO Act a path to a majority in Congress (subject to tweaks, etc.)—but not 60 Senate votes. In which case the roadblock becomes his own support for the filibuster. That won’t satisfy unions. — PolitiTweet.org
