Basically, this is the same process as the Reid precedent from 2013 (ending the 60-vote rule for non-SCOTUS nominations) and the McConnell precedent from 2017 (ending 60 for SCOTUS noms as well). Both were done on a partisan vote. i.e. the Nuclear Option — PolitiTweet.org
