For poorer governments which just followed the guidance from the USG/CDC/FDA, their foolishness is understandable. They trusted the CDC. Back then, many of YOU trusted the CDC too. So that "Why?" is understandable. All the other parties have some explaining to do. — PolitiTweet.org
