“Side loading” allows apps to be downloaded on phones outside the vetted App Stores. The idea is that the stores try to ensure apps do not contain malware, spyware, etc. Did the NTIA consider the possibility that the CCP might take advantage of its new policy? It is not 1998! — PolitiTweet.org
