What Carpenter is saying is that this large estimate includes Russian troops on the borders of Ukraine as well as the Russian-led forces in eastern Ukraine. The estimate we got earlier this week on the 150k+ was on the borders and didn't factor in the Russian-backed separatists. — PolitiTweet.org
