I was watching a Top Gun Instructor on Joe Rogan and he said that they used to see these thing all the time. They'd be at 80,000 then drop down to 20,000 feet, linger then shoot back up. Not balloon behavior. For comparison sake, the ceiling for an F-22 is less than 60,000… — PolitiTweet.org
