There is NOTHING in the Special Counsel Statute which states the Special Counsel can go around the AG and punt to Congress. The AG IS the decision-maker. Mueller have a "no-call" on obstruction - and so Barr and Rosenstein together made the call, which the LAW requires. — PolitiTweet.org

Remember that Mueller said he kept Rosenstein apprised of their entire obstruction investigation AS IT WAS HAPPENING. So Rosenstein was INTIMATELY FAMILIAR with the evidence. Rosenstein found there was INSUFFICIENT EVIDENCE to charge Trump with obstruction. Case closed. — PolitiTweet.org
