@mattngreen Hoyer alluded to Republicans adding guaranteed MTRs to the rules after assuming the majority in 1995. Longtime Dem lawmakers who were around then still view it as throwing the minority part a bone and ignoring all other rights. Not agreeing with that per se, just mentioning. — PolitiTweet.org
