The issue, according to two current FAA officials, is that SpaceX designated them as "spaceflight participants" instead of "crew" in its FAA license application. SpaceX declined to comment, but it basically had no choice b/c they don't meet the FAA regulatory definition of "crew" — PolitiTweet.org
