That burden to initiate extradition isn't on the US Government; it's on Brazil's government. They haven't charged Bolsonaro with crimes and then requested extradition. Until they do, US can expel him, but can't "send him back to Brazil." I know legal process is boring but still. — PolitiTweet.org
