@negrosubversive I can speak best to Brazil's adoption system both because I've reported on it and have personal experience. There is for sure a racist component (large % of adopting parents want white kids, though it's shrinking), but the biggest barrier is age. Almost nobody wants kids above 6. — PolitiTweet.org
