@daveJay Yes - the Patriot Act had a 3-year sunset provision in it, so that it wouldn't automatically renew but had to be extended by Congress only if the ongoing terror threat warranted it. It's been renewed 4 times since with almost no opposition. The bureaucracies were permanent. — PolitiTweet.org
