Congress can issue subpoenas in order to (1) gather information to help them write new laws or (2) engage in oversight over the Executive Branch. @socksnsandal Yes, it's common for people to refuse to comply with subpoenas that they believe are legally invalid or unconstitutional. Courts then decide whether or not they are compelled to comply. — PolitiTweet.org
