@juliaioffe Lapsed lawyer here. Mueller explains it a bit during the beginning. He's defining conspiracy conservatively as something akin to a formal plan, even if not written down. So the standard he's setting is quite high. Perhaps justified, but that's why there can be a lot of evidence — PolitiTweet.org
